secured election as First Vice President of the ACCP.

Dutch Caribbean’s role in advancing regional security.
Moreover, it signals a firm intention to strengthen that role internationally.

The ACCP, founded in 1987, unites police leaders from over 20 Caribbean countries and territories.
It promotes cooperation, knowledge-sharing, and joint action against transnational crime.
These forces face common challenges:
violent crime, drug and human trafficking, cybercrime,

youth involvement in crime,
and the broader effects of socio-economic inequality on public safety.
Consequently, the organization focuses increasingly on capacity building, digitizing investigative processes,
and expanding community policing strategies.
The ACCP enhances regional security by building trust, encouraging collaboration,
and facilitating direct exchanges of expertise and best practices.
Smaller police forces, in particular, benefit from the ACCP’s network.
They gain access to peer support, specialized knowledge,

targeted training, and a unified voice in advocacy.
Through these mechanisms, they amplify their impact beyond national borders.

This year’s conference theme – ‘United in Action,
Transformed in Purpose: Building an Integrated Caribbean Security Architecture’ –
emphasized the urgent need for deeper cross-border cooperation.
Within this framework, Commissioner John’s election holds strategic and symbolic importance.

Leading a force in Sint Maarten, an island with ties to both the Caribbean and European security frameworks,
Commissioner John brings global insight and bridges diverse perspectives.
As First Vice President, he will help shape the ACCP’s strategic direction and guide efforts
to deepen cooperation among its members.
Commissioner John’s election did not happen by chance.
He possesses deep institutional knowledge of the ACCP and practical experience with regional collaboration.
He understands the challenges smaller forces face and actively advocates for them.
His leadership in Sint Maarten and the Council of Police Chiefs underscores his readiness to serve at this level.

With this appointment, Commissioner John strengthens not only the ACCP but also the
broader regional and international efforts toward integrated and effective policing.
