Windward Roads Infrastructure N.V. (WWR) has fully executed US $2 million in restitution tied to the Larimar corruption case.

The company delivered this restitution by completing infrastructure projects aimed at strengthening Sint Maarten’s sewage system.
WWR reached a settlement with the Prosecutor’s Office of Sint Maarten (OM SXM) in March 2020.

As part of this agreement, WWR committed to completing infrastructure projects totaling US $2 million.

This action served as reparation for the company’s role in the Larimar case, which revealed widespread bribery and corruption involving former WWR director J.H.B. and ex-Member of Parliament T.H.

The first project began in May 2021 with the launch of the Foga Sewage Pump Station. Valued at approximately US $677,256,
the project involved building a new station to transport sewage from Sucker Garden to the A. Th. Illidge Road wastewater treatment facility.

This marked the initial step in WWR’s fulfillment of its restitution obligation.In August 2023, WWR initiated the final phase: a segment of the Dutch Quarter Sewage Project.

This extensive undertaking included constructing a modern sewage pump station, upgrading the existing sewerage network, dismantling outdated infrastructure, and installing new house connections.
By February 2024, WWR completed all work, thereby satisfying its full restitution commitment.Throughout these efforts, WWR supplied labor, materials, and services without charging the Government of Sint Maarten.

The Ministry of Public Housing, Spatial Development, Environment, and Infrastructure (VROMI) supervised all phases to ensure quality and compliance.
Consequently, OM SXM confirmed that the restitution achieved dual goals: correcting corporate wrongdoing and investing directly in public infrastructure.
“These projects significantly enhanced community services while reinforcing that corruption carries consequences,” the office emphasized.
As a result, WWR’s restitution leaves a lasting impact on Sint Maarten’s infrastructure and governance.
